The Industrial Development Board of the City of Knoxville (City IDB)

The City IDB performs public functions on behalf of the City of Knoxville. Authorized under State law, the City IDB undertakes financing and development of projects deemed to promote industry, trade, commerce, tourism and recreation, and housing construction. The City IDB acquires, owns, leases and disposes of properties that promote industry and develop trade by inducing manufacturing, industrial and commercial enterprises to locate within the city of Knoxville.

The Board serves as a non-recourse conduit lender for project financing and provides property tax abatements or a payment-in-lieu-of-tax (PILOT) program.

The City IDB is governed by a seven (7) member Board of Directors, appointed by the Knoxville City Council. The City IDB does not have employees, and administrative and management services for the Board are provided by The Development Corporation of Knox County.
